Westminster Detective Accused of Abducting, Raping Woman

WESTMINSTER, CA. – An off-duty Westminster police officer and an off-duty state corrections officer were arrested Saturday night in connection with a carjacking, kidnapping and rape of a 25-year-old restaurant employee in Ontario, police said.

Anthony Nicholas Orban, 30, a five-year officer assigned to investigations with the Westminster Police Department, has been relieved from duty pending an investigation, a department spokesman said Monday morning.

The other suspect is Jeff Thomas Jelinek, 30, an officer with the California Department of Corrections and Rehabilitation, said Sgt. David McBride of the Ontario Police Department.

A police service weapon found in the restaurant worker’s car led authorities to Orban, McBride said.

The incident began Saturday afternoon after the woman, who lives in San Bernardino County, left work at Ontario Mills Mall.

Orban approached her as she was getting into her car in the mall parking lot and forced himself into the passenger seat, police said.

Jelinek “stood by and watched” as Orban pointed the gun at the victim and ordered her to drive away, police said.

They stopped in Fontana, near Base Line Road and the 15 Freeway, in a commercial complex.

Orban then “forced the victim to disrobe and then brutally raped her at gunpoint,” Ontario police said in a statement.

Orban then fled, leaving his service weapon behind and still in the victim’s vehicle, police said.

After Orban left, the woman walked to a nearby business where she called Fontana police to report the incident, just after 7 p.m.

It was later determined that Orban telephoned Jelinek, who picked up Orban in Fontana and drove him back to the Ontario Mills parking lot, police said.

Fontana officers responded and determined that the investigation should be handled by Ontario police since the incident started there.

When Orban returned to the mall, he called his wife to tell her he was missing his gun. She then called Ontario police.

Ontario police met with Orban and Jelinek to take a report on the missing gun.

The Ontario officers, however, felt their statements were inconsistent and “somewhat suspicious,” police said.

While the Ontario officers were interviewing Orban and Jelinek, they received word about the sexual assault involving a firearm in Fontana. The gun was determined to belong to Orban, police said,

“A short time later, Orban and Jelinek were positively identified as the suspects’ responsible for the carjacking, kidnap and rape,” Ontario police said in a statement.

“There has been no evidence indicating that either suspect represented themselves as police officers during the commission of the crimes.”

Fiery crash claims life drowsy driver in Fontana

One person has died in a blazing SUV that crashed into the back of a big rig along Interstate 15 in Fontana, according to San Bernardino County Fire Department officials.

The death was confirmed at 6:49 a.m., about 12 minutes after the crash was reported along the freeway’s southbound lanes at the Duncan Canyon Road overpass.

Southbound traffic was backed up about two miles to Sierra Way. Emergency vehicles were forced to use the freeway’s right shoulder in order to bypass the traffic jam.

Falling asleep behind the wheel is the suspected cause of the fiery fatal crash, according to California Highway Patrol investigators.

“The initial report is: He possibly fell asleep, drifted onto the shoulder and rear-ended a big rig,” said CHP Officer Jeff Briggs. “The vehicle subsequently caught fire and burned.”

The resulting SigAlert was canceled at 7:51 a.m. The victim’s name is not available.

Fontana church starts fund to help Destiny Colon and her family that were attacked by dogs

A church has established a fund to assist the family of a 5-year-old girl who was mauled by a pack of dogs in Fontana.

Apostolic Church in Fontana, the church Destiny Colon and her family attend, has agreed to accept donations while the girl’s mother, Josie Arellano, stays by her daughter’s side at Loma Linda University Children’s Hospital.

“The family is in great need,” said Timothy Day, a Claremont attorney hired by the family.

Destiny suffered severe bite wounds, a broken rib cage and a punctured lung when four pit bulls and one pit bull mix escaped a yard and attacked Destiny and her family on Feb. 1.

One of the dogs was killed when it charged at an officer. The owner of the dogs surrendered the animals to Fontana police, who turned the animals over to the San Bernardino Animal Control Shelter.

Police were waiting until the surviving dogs are euthanized before submitting the results of their investigation to the San Bernardino County District Attorney’s Office, said Fontana police Sgt. Jeff Decker. The case might be reviewed as early as the middle of next week.

“(Detectives) still have some loose ends that they’re working on,” Decker said.

Destiny has been removed from a respirator and was listed in fair condition on Monday, said officials at the Loma Linda hospital. Doctors have not provided an estimate on when she will be released.

released from the hospital and are recovering at home, Day said.

Her sister is using crutches to move around. Her brother, who needed more than 200 staples to close up the wounds on his leg, has not returned to school.

Day said the family has not made any concrete plans on taking civil action against the former owners of the dogs. They’re waiting for Destiny and her siblings to recover and are also trying to obtain a copy of the police investigation.

“Then we’ll make decisions regarding how the family is going to move forward,” Day said.

Convicted cat killer Timothy Kooyman faces new animal cruelty charges

Geez.  Lock this guy up before he starts doing this to humans.  Ed.

RIVERSIDE – A man convicted of torturing and killing cats in Rancho Cucamonga faces new criminal charges for killing cats in April 2008 at a Corona motel.

Riverside County prosecutors filed three counts of felony animal cruelty Friday against Timothy Kooyman, 25, who is serving a five-year prison term.

After Kooyman was arrested for abusing cats in Rancho Cucamonga – acts which included cutting off cats’ tails with scissors and setting one cat on fire – he confessed to detectives that he had recently committed similar acts at the National Inn in Corona, according to police reports.

Investigators said they believe he may have lured cats from a nearby neighborhood before abusing them in his motel room.

Kooyman told detectives he broke the cats’ legs, decapitated a cat with an ax, ran over another with his truck, and cut another repeatedly with a razor blade, according to police reports.

About a month and a half after the alleged abuse in Corona, Kooyman was arrested in Rancho Cucamonga for killing cats there.

San Bernardino County prosecutors initially charged Kooyman for the alleged abuse in Corona as well as his acts in Rancho Cucamonga, but a judge dismissed the Corona charges because the alleged crimes occurred in a different county.

Kooyman pleaded guilty to the Rancho Cucamonga charges.
